我的信念… 我追求一個自由、多元、兼容的民主社會,其重要記號之一是不強求一種調子。毛澤東曾說,十隻手指有長短,關鍵在於協調,才可奏出悅耳樂章;十隻手指一樣的話,就產生不了作用。加強公共管治,政、商、學、民要充份互動,匯聚力量。
- 思維上,我們應走出一條突破傳統左右二分、市場與政府對立、企業與勞工對壘的「第三道路」。
- 經濟上,我們應致力營造一個尊重自由、防止壟斷的市場。
- 政治上,我們應致力建立一個向市民負責、維護公義人權及現代社會核心價值、敢於糾正市場失效的領航型政府。
- 社會上,我們應致力建設一個效率與公平兼顧、競爭與關懷並重、扶持弱勢社群、減少貧困、「全民」導向的優質社會。
我的背景與願景…
- 參政議政二十多年,無論是立法會、諮詢組織、民間智庫,抑或遊走公民社會,眼見建制內外,一個個不同議題、不同專業的個體結社、「想創」走出多元的民主路。走進行政會議,我同樣相信,政制的框框攔阻不了港人一同發揮創意,堅持透明地監察政府。
- 是時候擺脫過去黨派政治及簡化的親建制vs.反建制的二分思維桎梏,扎根公民社會,把廣大的社會聲音帶進行政會議。
- 我期望政府貼近民情、展現人性人文、維護核心價值、建設一個有情進取的「新香港」,一個富有文化氣息的國際都會,一個港人感到自豪、國人感到驕傲的特別行政區。

- 管治改革、公務員體制改革
- 教育政策、房屋政策、消費者事務
I believe in a free, pluralist and democratic society which is politically and socially inclusive:
- Intellectually, we should walk a "third way" that transcends the conventional dichotomy of "left versus right", "market versus government", and "employers versus workers".
- Economically, we should have a market economy that respects the freedom of choice and prevents monopolies.
- Politically, we should have a government that promotes accountability to the citizens, observes justice and upholds human rights; a government that stands for core values of a modern society, is capable of leadership and ready to correct market failures.
- Socially, we should have a quality society that cares for both efficiency and equity; a society which is compassionate for the disadvantaged, ready to fight against poverty, and devoted to the collective good.
My background
- My background over the past two decades includes being an academic, chairman of a policy think-tank SynergyNet, a long-time democrat, former legislator (1995-97), member of several government advisory bodies, and participant in several civil society initiatives - the core values campaign, People's Panel on West Kowloon, End Child Poverty Project, to name a few. I shall bring such a background with me into Exco.
- My academic and intellectual views as a public administration professor, my understanding of civil society concerns, and my long-held aspirations for democratic governance in Hong Kong will form the basis of my participation in Exco deliberations. I will bring my expertise and the wider civil society voices into Exco.
My expectations of the government
- I expect the government to portray a human face and to stand firmly for core governance values.
- I expect the government to become better connected to the community's aspirations, and to make the new Hong Kong a culturally vibrant and cosmopolitan city that its citizens and the Chinese nation are proud of.
My priority interests
- Governance reform and civil service reform.
- Education policy, housing policy and consumer affairs.
